By Brendan Mortensen, SYRACUSE, N.Y. (NCC News) — New York State Senator Chuck Schumer is proposing a trade-in program to get American drivers to start switching from gas powered vehicles to hybrid or electric cars.
Dubbed “Clean Cars for America,” the plan would take 63 million carbon-emitting cars off the road.
The proposed law would require every new car sold to be fully electric by 2030. Schumer is preparing legislation that would provide vouchers to buy electric cars for drivers, and subsidize the installation of car-charging facilities in people’s homes.
Schumer said “we will restore America to being the leading car manufacturer in the world. If this becomes law, New Yorkers will live longer and have more money in their pockets.”
The proposal already has the support of key environmental groups, the auto industry, and labor unions. Schumer’s proposal is in line with the Climate and Community Protection Act, which was a law passed by Governor Cuomo in July that requires New York State to be carbon-neutral by 2050.
