SYRACUSE, N.Y. (NCC News) — The New York Senate Corrections Committee passed a bill restricting the use of solitary confinement in New York correctional facilities this morning, according to the New York Campaign for Alternatives to Isolated Confinement, or CAIC.
The Humane Alternatives to Long-Term Solitary Confinement Act, or HALT Solitary Confinement Act, calls for the use of alternative “rehabilitative confinement option” in place of solitary confinement.
The bill, sponsored by Sen. Luis R. Sepúlveda of New York, will move to the New York Senate floor later today for a final vote before it is delivered to Governor Andrew Cuomo’s desk for his final decision.
