What is Phase 2 and Why Do These Regions Qualify?

Albany, N.Y. – After halting some Phase Two reopenings, Gov. Andrew Cuomo just announced in his press conference today that the regions  of the Finger Lakes, Central New York, Mohawk Valley, the Southern Tier, and the North Country can move to the next stage of opening up.

This announcement came after many local governments were discouraged with the delay of reopening. Phase Two allows some retail stores to be opened, office-based jobs to return to work, real estate and rental/repair services to be allowed. In addition it offers guidelines for these businesses and places of employment to be followed that can be found here.

New York City has still not even entered Phase One of reopening, but the regions that have been given the green light for phase two have seen a decrease in hospitalizations, intubations, and cases according to Cuomo.
